It has been a month since a report involving alleged embezzlement was filed against the Turlock Youth Football Former President and Former Treasurer. Turlock Police are investigating allegations of embezzlement from within the organization.
Current TYF President Joe Lewis will not release the names of the two individuals as an investigation is ongoing. Lewis has said that both people being investigated have been permanently released from the organization.
So how was the alleged embezzlement discovered and how was it being done?
“Two Board Members were responsible for bringing the potential of embezzlement to the attention of the full TYF Board based on small irregularities they noticed on monthly financial statements provided to the Board at monthly board meetings,” said Lewis.
“The former President and Treasurer of TYF appear to have worked in conjunction to hide the embezzlement from the rest of the TYF Board as long as possible, even going to extreme measures such as providing the rest of the TYF Board with falsified financial documents.”
The amount of embezzled funds has not been released but Turlock Police have stated that “several thousands” of dollars were involved in the investigation. TYF has been advised not to release any information publicly which may jeopardize the investigation.
Some parents involved in the Turlock football program have been questioning that amount and are concerned about the continuance of the program.
“TYF will continue,” said Lewis. “The organization that has emerged from under the betrayal of its former President and Treasurer is actually a closer knit stronger organization. The TYF Board has pulled together and has firm financial commitments that ensure our long term future.”
Though TYF is trying to work through these investigated felony charges, there are parents that are still concerned and some are outraged. Like most organizations TYF is dealing with issues within their organization, some that stem from incidents before the alleged embezzlement.
There have been comments and letters to the editor with concerns about how the board is formed, who is on the board, how the organizations is run, what’s being done to prevent this from happening again, is TYF a legal non-profit, how Councilman Ted Howze is involved, someone shutting down the TYF website, and more.
TYF has an Executive Board and some parent volunteer Board Members that include coaches.
Lewis said “Ted Howze is a parent volunteer on the TYF Board because he coaches the Viking Rookie squad made up of 7 & 8 year olds. Ted Howze is not and never has been a member of the executive board which was previously responsible for the financial decisions of TYF.”
“Ted Howze was one of the individuals responsible for bringing the potential of embezzlement to the attention of the full TYF Board based on small irregularities he noticed on monthly financial statements,” said Lewis.
From inner organizational struggles, the TYF website was reportedly taken down by someone. The website is registered to Turlock Youth Football while Stacey Gleason is listed as the administrative and technical contact. The website
A claim that TYF doesn’t take checks suggests the alleged embezzlement was known and fostered. The fact is that TYF does accept cash or checks for sign-up payments.
There has been an issue with TYF’s non-profit status and tax ID number also.
TYF has been using an old Federal Tax ID number that is so old that nobody knows where it came from. Many people, including current Board Members, had been given the number 77-0036998 in the past. The organization discovered this while they were “cleaning house” as an effort to solidify TYF and modify the way it was run since beginning with only 1 team 20 years ago. The Federal Tax ID # 26-4762404 is the current number the organization is operating with.
The accusations that TYF is not registered as a non-profit organization have been some what legitimate. TYF Board Members even had to go through some work to verify their non-profit status. People have been trying to look up TYF’s status on such websites such as http://kepler.sos.ca.gov/list.html and have not been able to find TYF listed.
Joe Lewis reports that “TYF is registered with the State of California as a non-incorporated non-profit organization.” TYF reported that their California Secretary of State Non-profit ID is # 6536.
TYF President Joe Lewis has stated that this unfortunate incident from within the organization has made TYF a closer knit, stronger organization.
To deal with the issues that have risen from the alleged embezzlement incident, Lewis has said “Tough new financial accountability standards have been instituted including: 1) All checks are approved by a vote of the entire TYF Board and written at board meetings. 2) Any cash transaction is documented & verified by multiple Board members. 3) Each Board member receives a balance sheet and photo copy of the league bank statement each month. 4) The league will retain outside accounting services to perform annual audits and prepare non-profit tax filings.”
Lewis said "The Board of Directors of Turlock Youth Football wish to assure the parents and players involved in our organization that we will be playing outstanding football as usual this coming 2009 season.”
