A. Proclamation: Development Collaborative Advisory Committee
SPEAKER CARDS: To accommodate those wishing to address the Council and allow for staff follow-up, speaker cards are available for any agendized topic or any other topic delivered under Public Comment. Please fill out and provide the Comment Card to the City Clerk or Police Officer.

C. PUBLIC PARTICIPATION:
This is the time set aside for members of the public to directly address the City Council on any item of interest to the public, before or during the City Council’s consideration of the item, that is within the subject matter jurisdiction of the City Council. You will be allowed three (3) minutes for your comments. If you wish to speak regarding an item on the agenda, you may be asked to defer your remarks until the Council addresses the matter. No action or discussion may be undertaken on any item not appearing on the posted agenda, except that Council may refer the matter to staff or request it be placed on a future agenda.

B. DECLARATION OF CONFLICTS OF INTEREST AND DISQUALIFICATIONS
 
5. CONSENT CALENDAR:
A. Resolution: Accepting Demands of 01/21/10 in the amount of $1,750,574.99; Demands
of 01/27/10 in the amount of $2,000.00; Demands of 01/28/10 in the amount of
$605,646.65
B. Motion: Accepting Minutes of Regular Meeting of February 9, 2010
C. 1. Motion: Accepting notification of Contract Change Order No. 1 (Final) in the amount
of $2,399 (Fund 139) for City Project No. 0843, “Prop 1B Transit Security,” bringing the
contract total to $97,629
2. Motion: Accepting improvements for City Project No. 0843, “Prop 1B Transit
Security,” and authorizing the City Engineer to file a Notice of Completion
D. Motion: Approving a Service Agreement with Cummins West, Inc. of Sacramento, for
the purchase and installation of the rear auxiliary engine Tier III and clutch assembly for
the 1991 Ford Vactor truck (combination cleaner) for Municipal Services Utilities
Division, in an amount not to exceed $31,323, from account number 129/437-03-11
E. Motion: Approving a Service Agreement with Champion Industrial Contractors, Inc. of
Modesto, for preventive maintenance, filter change out and repair services for air
conditioning and heating units for all City owned and leased buildings for a period of
twelve (12) months, in an amount not to exceed $17,124 (Funds 110, 129, 139, 151, and
153)
F. Motion: Approving an agreement with Hilmar Ready Mix of Hilmar, for porta-mix
concrete for Municipal Services Utilities Division for a period of twelve (12) months, in an
amount not to exceed $10,500 (Funds 129 and 141)
G. Motion: Approving an agreement with Calaveras Materials, Inc., of Turlock, for supply
and delivery of concrete for Municipal Services Public Facilities Maintenance for a period
of twelve (12) months, in an amount not to exceed $10,500 (Funds 110 Parks, 135
Streets, 151 Sports Complexes, and 182 Landscape Assessments)
H. Motion: Authorizing the replacement of four (4) part-time employees, one in the
Assessment Districts funded by Non-General Fund 182/487-01-96, two in the Turlock
Regional Sports Complex funded by Non-General Funds 151/453-01-04 and 151/453-
01-05, and one in the Pedretti Sports Complex funded by Non-General Funds 151/469-
01-03 and 151/469-01-04
 
6. FINAL READINGS:
A. Recommended Action:
Ordinance: Amending the Zoning Map of the City of Turlock, attached to Title 9 of the
Turlock Municipal Code [Rezone 2009-03, Planned Development 266 (All Saints
Church)] as introduced at the February 9, 2010 meeting.
 
Resolution: Establishing Conditions of Approval for Planned Development Distr ict No.
266 (PD-266) [Rezone 2009-03, All Saints Church]
 
B. Recommended Action:
Ordinance: Amending Turlock Municipal Code Title 3, Chapter 1, Article 4, Regulating
Card Rooms as introduced at the February 9, 2010 meeting.
 
7. PUBLIC HEARINGS:
A. Request to amend Turlock Municipal Code Title 3, Chapter 1, Article 1, regarding
Business Licenses to comply with State and Federal law. (Smith)
 
Recommended Action
Ordinance: Amending Turlock Municipal Code Title 3, Chapter 1, Article 1, Regarding
Business Licenses
 
8. SCHEDULED MATTERS:
A. Request to accept the Development Collaborative Advisory Committee (DCAC) Annual
Report and reauthorizing the appointment of committee members. (Pitcock)
 
Recommended Action:
Motion: Accepting the Development Collaborative Advisory Committee (DCAC) Annual
Report for 2009
 
Resolution: Reauthorizing the Development Collaborative Advisory Committee (DCAC)
and reappointing current members for a two year period ending February 23, 2012, to
provide feedback and assistance in serving the Turlock development community
 
B. Request to approve the purchase of the leasehold interest for the property located at
210 North Broadway Avenue and to authorize the City Manager to execute the
agreement and related documents to finalize the transaction. (Pitt)
 
Recommended Action:
Resolution: Approving the purchase of the leasehold interest with regard to the business
located at 210 North Broadway Avenue, Turlock (APN 061-011-058) for the purpose of
acquiring the tenants interest and relocation as part of the development of the City of
Turlock’s Public Safety Facility (account number 175/777-07-06) and authorizing the City
Manager to execute the agreement and related documents to finalize the tenant
relocation transaction
 
C. Request to approve a two hour limited time parking restriction on the east side of South
Broadway between Market Street and A Street from 9:00 a.m. to 6:00 p.m., except
Saturday, Sunday and holidays. (Hampton)

Resolution: Approving a two hour limited time parking restriction on the east side of
