C. PUBLIC PARTICIPATION:
This is the time set aside for members of the public to directly address the City Council on any item of interest to the public, before or during the City Council’s consideration of the item, that is within the subject matter jurisdiction of the City Council. You will be allowed three (3) minutes for your comments. If you wish to speak regarding an item on the agenda, you may be asked to defer your remarks until the Council addresses the matter. No action or discussion may be undertaken on any item not appearing on the posted agenda, except that Council may refer the matter to staff or request it be placed on a future agenda.

5. CONSENT CALENDAR:
Information concerning the consent items listed hereinbelow has been forwarded to each Councilmember prior to this meeting for study. Unless the Mayor, a Councilmember or member of the audience has questions concerning the Consent Calendar, the items are approved at one time by the Council. The action taken by the Council in approving the consent items is set forth in the explanation of the individual items.
A. Resolution: Accepting Demands of 05/13/10 in the amount of $4,548,912.28; Demands
of 05/20/10 in the amount of $827,290.09
B. Motion: Accepting Minutes of Special Meeting of May 19, 2010; Minutes of Special Joint
Meeting of May 25, 2010; Minutes of Regular Meeting of May 25, 2010; Minutes of
Special Meeting of May 25, 2010
C. Resolution: Approving the submittal of applications, acceptance of an allocation of
funds, and execution of a grant agreement with the State of California for funding of Safe
Route to School (SR2S) projects, Ninth Cycle, City Project No. 10-46
D. Resolution: Considering intention to levy and collect assessments for Fiscal Year
2010/2011 Assessment Districts in the City of Turlock
E. Motion: Approving Amendment No. 1 to the Agreement with URS Corporation for the
investigation and remediation of PCE contamination in the Downtown area that
increases the amount of compensation by $47,912, for a total contract amount not to
exceed $315,709, to be funded by the State of California Water Resources Control
Board by an award of funds from the Cleanup and Abatement Account (CAA)
F. Resolution: Appropriating $2,879 to expenditure account 309/498-06-24 “Recreation
Donation Expenses” funded by new revenue in account number 309/308-80-00
“Recreation General Donations” to account for the additional revenues and expenditures
associated with the annual BBQ fundraiser
G. Resolution: Adopting the amended rules and comprehensive operational plan for the
Columbia Park Aquatic Playground
H. Motion: Authorizing the City Manager to sign an agreement for the Recreation Division
to enter into a recreation activity with the United States Olympic Committee to provide
the 2010 Olympic Day Event in Turlock
I. 1. Resolution: Calling and giving notice of the holding of a General Municipal Election
to be held on Tuesday, November 2, 2010, for the election of certain officers as required
by the provisions of the laws of the State of California relating to general law cities
2. Resolution: Requesting the Board of Supervisors of the County of Stanislaus to
consolidate a General Municipal Election to be held on Tuesday, November 2, 2010,
with the Statewide General Election to be held on the same date pursuant to §10403 of
the Elections Code
3. Resolution: Adopting regulations for candidates for elective office pertaining to
candidates’ statements submitted to the voters at a General Municipal Election to be
held on Tuesday, November 2, 2010
4. Resolution: Setting the deposit fee which will be required of the candidates who elect
to have a candidate’s Statement of Qualifications printed in the ballot pamphlet for the
City of Turlock General Municipal Election to be held on November 2, 2010
J. Motion: Rejecting Claim for Damages filed by Wendy Valdivia
K. Motion: Rejecting Claim for Damages filed by Tobias and/or Indy Perrien
L. Motion: Rejecting Claim for Damages filed by Veronica Garcia Miranda
M. Motion: Rejecting Claim for Damages filed by Turlock Associated Police Officers
 
6. FINAL READINGS:
A. Recommended Action:
Ordinance: Amending Turlock Municipal Code Title 6, Chapter 1, to add Article 7
Regarding the Restriction and Prohibitions of the Retail Sale of Dogs and Cats as
introduced at the May 25, 2010 meeting.
 
7. PUBLIC HEARINGS:
A. Request to adopt updated cost recovery percentages and the Schedules of Fees and
Charges for City Recreational Services pursuant to Turlock Municipal Code Section 3-3-
301 et. seq. (Van Guilder)
 
Recommended Action
Resolution: Rescinding Council Resolution 2008-161 and Adopting the Updated Cost
Recovery Percentages and the Schedule of Fees and Charges for City Recreational
Services pursuant to Turlock Municipal Code Section 3-3-301 et. seq.
 
8. SCHEDULED MATTERS:
A. Request to award bid and approve an agreement with Republic Intelligent Transportation
Services, Inc. for City Project No. 10-30, “Streetlight Induction Lamp
Replacement/Retrofit,” to provide energy efficient lighting through Federal grant funding.

Recommended Action:
Motion: Awarding bid and approving an agreement in the amount of $566,290 (Fund
125) with Republic Intelligent Transportation Services, Inc. of Novato, California, for City
Project No. 10-30, “Streetlight Induction Lamp Replacement/Retrofit”
 
B. Request to accept the report on the May 15, 2010 “Take Pride in Turlock” event.

Motion: Accepting the report on the May 15, 2010 “Take Pride in Turlock event
 
C. Request to authorize the suspension of Recreational Swim at Turlock High School and
Pitman High School for fiscal year 10/11 to reduce the current programming deficit.
(Van Guilder)
 
Recommended Action:
Resolution: Authorizing the suspension of Recreational Swim at Turlock High School
and Pitman High School for fiscal year 10/11, in order to reduce the current
programming deficit, realizing an estimated savings of $18,000 in direct part-time staff
costs
 
D. Request to approve sub-recipient agreements under the Community Development Block
Program for Fiscal Year 2010-11 in the amount of $110,000 and to authorize the City
Manager to execute the agreements and related documents. (Pitt)
 
Recommended Action:
Motion: Approving the agreements with seven (7) non-profit agencies to fund various
public services programs and one (1) fair housing agency program under the Community
Development Block Program for Fiscal Year 2010-11 in the amount of $110,000
Motion: Authorizing the City Manager to execute sub-recipient agreements (Exhibit A)
and related documents with the approved non-profits for the Public Service Grants
program for the 2010-2011 fiscal years
 
E. Request to extend the City of Turlock’s Military Leave Policy per Resolution No. 2008-
139 for employees involuntarily called to active duty as a result of the nation’s war on
terrorism. (Wasden)
 
Recommended Action:
Resolution: Extending the City of Turlock’s Military Leave Policy per Resolution No.
2008-139 for employees involuntarily called to active duty as a result of the nation’s war
on terrorism
