As many Turlock east side traveling motorists most likely know by now, the Canal Drive project has begun and Canal Dr. east of the Main St. + Canal Dr. intersection has been closed since July 26, 2010.
Since the road closure notice, many people have commented on some issues that could use some clarifying.
On April 27, 2010, the Turlock City Council approved a bid and agreement with Teichert Construction, Inc. of Turlock for the “Canal Drive Reconstruction and Resurfacing” project. The agreement in the amount of just over $2 million will use federal stimulus funding from the American Recovery and Reinvestment Act.
The Canal Drive reconstruction and resurfacing project will cover from Geer Road to Daubenberger Road.
The first phase of the Canal Drive road work is to finish the section of Canal Drive in front of Turlock High School and Julien Elementary School as quickly as possible before the schools are back in session.
Turlock City Engineer Mike Pitcock said “Our goal is to have the work east of E. Main Street completed prior to the beginning of the school year.”
The Canal Drive road closure notice says that the thoroughfare to Turlock High School and Julien Elementary School will be closed until August 17th. People are upset because the first day of school is August 16th and are worried how all the school traffic and kids’ safety is going to work with no direct access while construction is going on.
Nathan Bray, of the Turlock Engineering Division, who is responsible for the project said that the August 17th date is the worst case scenario, and that according to the current progress rate, that section on Canal Dr. should be completed before school starts.
“Trust me, neither the City nor Teichert want to be working around that traffic,” said Bray.
Now people’s concern that the City is wasting money reconstructing the strip of Canal Drive in front of the schools when it was recently resurfaced can be put to rest.
The City of Turlock is not paying to reconstruct that section of Canal Drive in front of the schools but rather is having a surface treatment and slurry seal applied which are more of a preventative maintenance procedure. Not more than a half inch top layer will be added to the current road in front of the schools where as the side of Canal Drive in front of Crane Park is being totally dug up and reconstructed.
After Phase I (east of Main + Canal Dr. intersection to Daubenberger Rd.) is completed, the Main St. + Canal Dr. intersection to Geer Rd. will begin and be closed to through traffic. While the Phase II section is not closed yet, be cautious of construction zones and closed left lanes (the side that used to have the really bad tree rooted bumps and lifted curbs).
Until then, detour routes have been created and posted for east Turlock travel patterns using Canal Drive:
N. Daubenberger Rd. and N. Olive Ave. will remain open to through traffic and is the recommended route for getting around the closure on the east and west sides, respectively. Attempts will be made to open N. Johnson Rd. to through traffic as soon as possible, but will be contingent on construction progress.
The detour plan on the north side of the closure area will direct traffic north to Hawkeye Ave., west to N. Olive Ave., then south to E. Canal Dr.
The detour plan on the south side of the closure area will direct south to East Ave., east to N. Daubenberger Rd., then north to E. Canal Dr. Within the smaller neighborhoods in this area the traffic will be routed to the nearest collector street (i.e. Colorado Ave., N. Johnson Rd., N. Quincy Rd.) before being routed to East Ave.
