Turlock City Council to Welcome New Director Before Light Agenda

The Turlock City Council will consider an extremely light agenda Tuesday night, after a pre-meeting reception to honor new Municipal Services Director Michael Cooke.

The only non-consent item on Tuesday’s agenda would affirm City Manager Roy Wasden's decision to send a letter in opposition of Senate Bill 594, which would bar local governmental organizations from taking positions on ballot measures which affect their members.

According to a staff report, the bill's unclear language masks it's true intent – preventing local government from expressing its opinion. The bill would punish local governmental organizations, like the League of California Cities, should they communicate their position on statewide ballot measures any way.

The bill's supporters claim that the nonprofit organizations are co-mingling public and private resources, and that SB 594 would stop the practice. The city suggests that the claims are unfounded, and that only private funds are spent on campaigns.

On Tuesday, the Turlock City Council is expected to:
• From 5 p.m. to 6 p.m., hold a special reception honoring new Municipal Services Director Michael Cooke.
• Approve the installation of a traffic signal at the intersection of Golden State Boulevard and Del's Lane. The work would also improve pavement, install crosswalks, and add pedestrian curb ramps.
Work would be performed by George Reed Inc., of Modesto, at a cost of $368,324. A federal grant would offset a portion of the costs.
• Appoint members to the Turlock Mayor's Economic Development Task Force. The appointments were to occur at the last council meeting, but were delayed.
• Proclaim Sept. 19 “Drive 4 Pledges Day,” a movement to end texting while driving supported by AT&T.
• Hear a special briefing from members of the California State University, Stanislaus student government.
• Receive staff updates on capital projects and building activities, the city's tow truck contracts, park activity, and the summer recreation program.
• Cancel the City Council meeting scheduled for Nov. 26.
• In closed session, conference with real property negotiators regarding the purchase of property at 1525 Dianne Dr.
• In closed session, conference with labor negotiators from all employee unions.

The Turlock City Council will meet at 6 p.m. Tuesday in the Yosemite Room of Turlock City Hall, 156 S. Broadway. The meeting will be preceded by a 5 p.m. reception for the new Municipal Services Director, Michael Cooke.
