On Tuesday, the Turlock Irrigation District will meet to consider an appeal made by Hall Equities Group concerning electrical needs on the Monte Vista Crossings expansion currently being constructed, which may delay the project.
Hall Equities Group is currently building an expansion to Monte Vista Crossings, just south of Kohl’s, that will include 13 new businesses and a restaurant. At this time, eight businesses have been confirmed to be included in the expansion: Dick’s Sporting Goods, JoAnn Fabric and Craft Store, Tilly’s, Kirkland’s, Maurice’s, Justice and Brothers, a factory-owned Sprint store, and Skechers.
The two anchor stores, Dick’s and JoAnn’s, were expected to be opened in time for the Christmas shopping season.
TID, who will be providing the electricity for the new expansion, is expected to reject the appeal from Hall Equities Group, according to recommendation from staff reports.
Hall Equities Group appealed the decision by TID requiring certain electrical infrastructure conditions be put in place in the new expansion; TID is requiring an electrical loop be installed for the new infrastructure.
According to staff reports, Hall Equities Group hired an outside expert to analyze the electrical infrastructure conditions, who found an electrical loop not necessary. However, TID does not agree with this expert and says their opinion is “irrelevant.”
If the appeal is denied and Hall Equities Group does not comply with TID’s imposed requirements, the project could be delayed and tenants may not open before the scheduled Christmas season.
“Any potential delay in the completion of the Project lies squarely on [Hall Equities Group’s] client’s shoulders,” say staff reports.
At Tuesday’s meeting, the Board of Directors are also expected to:
Receive weekly water, electric service division, and power supply administration reports and an irrigation update.
Approve the inclusion of 39.39 acres of land owned by the James and Carol Alhem 2011 Trust and 38.8 acres of land owned by Frank P. Brindeiro QTIP Trust, both in Merced County, into Improvement Districts No. 974A and 1369, respectively.
The TID Board of Directors will meet at 9 a.m. Tuesday in the Board Room of the TID Main Office Building, 333 E. Canal Dr.
