At about 2:53 pm Thursday afternoon, a man walked into the Turlock Police Department, 244 N Broadway, Turlock, and attempted to report a crime that had occurred. He did not provide much info to the dispatcher and left the police department before an officer could meet with him. The dispatcher relayed this info to the responding officer and told them that she suspected the subject was under the influence of a controlled substance.
Two Turlock Police detectives were in the front of the police department when they observed the subject get into a vehicle in the parking lot and drive off. The detectives on-viewed the subject violate a section of the California Vehicle Code and made a traffic stop on him right in front of the police department.
The detectives made contact with him, later identified as Juan Covarrubias, 42, of Turlock, as well as a passenger they discovered in the vehicle, later identified as Vanessaruth Toews, 29, of Turlock. When detectives conducted records checks on both of them, they discovered they had active warrants out for their arrest.
A patrol officer responded to the stop and took both subjects into custody, booking them into the Stanislaus County Public Safety Center on their warrants.
The two ended up not wanting to report any crime that had occurred.
