At about 11:29 pm Monday night, a Turlock Police officer in the 2900 block of West Taylor Road on-viewed a vehicle commit a violation of the California Vehicle Code and performed a traffic stop on it.
When the officer made contact with the vehicle’s driver, later identified as Sambath Hem, 39, of Modesto, he noticed that Hem was exhibiting signs of intoxication.
The officer had Hem exit his vehicle and began conducting standardized field sobriety tests on him. As a result of those tests and that of a preliminary alcohol screening device, the officer made the decision to place Hem under arrest.
Hem was arrested and released on a citation on charges of driving while intoxicated and driving with a blood alcohol content of .08 or greater.
His vehicle was towed away from the scene.
