Brem Fails to Report $17K in Contributions Per Fair Political Practices Commission Requirements

After falling behind early in the campaign contributions race for the Mayor of Turlock seat, Mike Brem has made a recent push having reported $17,000 in new contributions on Tuesday.

However, the contributions reported by Brem were delayed and reported late per the Fair Political Practices Commission (FPPC).

Under the FPPC, between Aug. 6 and the election date candidates are required to report any contributions a candidate has received or made of $1,000 or more within 24 hours.

The Mike Brem for Mayor 2014 committee, which shows Gary Wahl as treasurer, reported eight new contributions, each $1,000 or more, for a total of $17,000 on Tuesday. The contributions, however, are dated between Aug. 11 and Sept. 17.

The contribution were reported as follows:
  • $1,500 from Alan Marchant, President of Turlock Recycling on Aug. 11
  • $1,500 from Lee Marchant, Office Manager of Turlock Scavenger Co. on Aug. 12
  • $5,000 from Daregal, Inc. on Aug. 26
  • $5,000 from SupHerb Farms, founded by Brem, on Sept. 3
  • $1,000 from Ahlem Farms Partnership on Sept. 4
  • $2,000 from Smith Chevrolet Cadillac, Inc. on Sept. 4
  • $1,000 from Turlock Action for Business - Political Action Committee on Sept. 14
  • $1,000 from Charles Ahlem, owner of Charles Ahlem Ranch, on Sept. 17

About the late reporting, Brem said he had been mistaken about the FPPC rules, and immediately reported the money once he found out.

“In the Candidate Forum Information I received from the City, the Form 497 required reporting of any donations of $1,000 or more as of October 19th, 16 days before the election,” said Brem in an email. “We were made aware this week that the rules changed and immediately reported as per the requirements.”

On Sept. 19, TurlockCityNews.com informed the public of the campaign finance 24 hour donation reporting law, that went into effect Jan. 1, 2013, in an article updating the community of new donations received by Mayoral candidate Gary Soiseth and Turlock City Council candidate Forrest White.

According to the FPPC, violation of the Political Reform Act could result in a penalty anywhere from a warning letter to the maximum of $5,000 for each violation.

“Of course, it all depends on the facts and specifics of each case,” said FPPC spokesperson Jay Wierenga.

In a similar case, the Supporters for a Better San Clemente and Jeanne O’Grady were fined a total of $2,500 for failing to report a contribution of $2,111 to the City Clerk within 24 hours in October 2010.

Prior to the newly reported $17,000, Brem’s opponent Soiseth had taken a sizable lead in campaign contributions.

After the first filling period, ending on June 30, Soiseth had $32,402 in contributions while Brem had $8,923.99.

Soiseth added $4,500 in August with three contributions of $1,500, the personal limit he has declared he would accept from an individual, taking his total contributions near $37,000.

Brem now sits at $25,923.99 after the newly contributed money.

With both candidates bringing in big money, the Mayoral race appears to be headed towards another record race.

In 2006, then-candidates John Lazar and Kurt Vander Weide had more than $118,000 contributed to their campaigns, according to 2006 FPPC finance forms.

Since the end of the first filing period, only contributions of $1,000 have been reported by the candidates. On Oct. 6, the end of the second filing period, there will be a more clear picture of how much each candidate has received and how close they are to record numbers.

I knew he was dishonest. This is also the same person behind the road tax measure B that is taxing people on the east side of Turlock twice to fix roads a lot of the city employees live on. Vote NO on Brem and measure B!

The USDA gives money to almond farmers for water(that they cant afford), and money to advertise overseas. Then the almond farmers drain aquifers to water their crop - which 80% is exported. Why are we paying to make almond farmers like Soiseth rich? Why are we paying almond farmers to keep land our of working peoples hands so they can send 80% of their crop to communist china?

Why are we bailing out welfare money grubbing farmers when they can't afford to be in business in the first place??

Now Lazar is trying to get the city manager a $750,000 deal and Brem has agreed to carry on for Lazar to keep is secrets safe as long as the city manager isn't fired when the new council comes in.

Isn't this what Coucilmember Amy Bublak got fined $4,000 for and was investigated for? And didn't Brem hide money again from the road tax leader and commercial real estate agent Jim Theis? This should be not be allowed because Turlock needs ethical campaigning again like when Curt Andre and Enoch Christoffersen were real leaders. IThey means a lot to have Curt Andre who won an award for most ethical elected official to support Gary Soiseth for Mayor.

Watch this won't be the last time Brem is dishonest. Just like right after this his road tax committee hid money too.

Brem is Lazar's lackey to keep the secrets hidden. If Soiseth is elected all of Turlock will know what Lazar has hidden with the city manager who makes $300,000 a year to lie for him.

Why do people on this site always try to bad-mouth people. Instead of being a pessimist, try to take a more positive approach to your opinion. It may well have been a mistake. Unless you are part of the Brem campaign staff, it isnt reasonable to state your opinion as fact. In addition, I dont see how Ms. Pitt or Mr. Pitcock have anything to do with the story. The comments are meant to spread the public's opinion not to purposly attack someones reputation.

The following is a list of the top 20 Best Education Systems countries in the world and where there strengths and weaknesses in the education system lye’s. It’s purely to show the areas they are doing well in and what needs to be improved.

1.Japan : Japan has had the best education system in the world for three straight quarters in a row. The main reason for being at the top is its technology based educational background and a firm investment in its education system with a lot of money being put into it.

2. South Korea : South Korea comes 2nd on the top 20 most educated countries in the world. It is worth noting that South Korea was able to defeat Japan in 3 out of the 5 levels that were looked at in the ranking but just couldn’t out pace Japan. This was mainly due to the fact that Japan has invested more into early childhood education compared to South Korea.

3. United Kingdom :The UK seems to have done quite well in this poll done on September 2013.Of all the European countries, the UK is the only country that was able to make it to the top 10 of the ranking.

4. Singapore : The Singapore education system has continued to impress over the years and is giving the UK education system a run for its money. The country ranks highly in primary education and is thought to be inching closer to beating the UK in terms of quality education.

5. Russia : Their luck of investing in early childhood education has been their major undoing as its the main reason why they are not ranked at the top of the list. Russian education system is simply the best.

6. Finland : It is important that although Finland is considered to have one of the best education systems in the world, it does not rank first in any of the levels that were looked at. Its early childhood enrollment was quite poor a fact that made it miss out on the top 5 ranking.

7. Canada : of all the countries in the world, Canada has the highest rate of college graduates. Although this is quite impressive they tend to overlook the benefits of investing in their children’s education in terms of early childhood education. Once they do that they will simply rank highly on the list.

8. Netherlands: Netherlands is quite the opposite of all these other countries. They have invested a lot in early childhood development and are ranked quite highly but have not done the same in the other areas.The country has one of the lowest high school graduates hence their poor ranking.

9. Ireland : Ireland has done quite a great job with their education system. If only their government would look into the early years of development of their children and invest in that area they would definitely give the other countries a run for their money.

10. Israel : It is known that Finland has modeled their education system based on that of Israel. This is the main reason why Finland is ranked highly. The only reason why Israel has not been ranked highly is the same as that of other countries i.e not investing in their early childhood education program.

11. China : It is worth noting that China has one of the largest education systems in the whole world. With this fact one cannot help but wonder why their education system is still ranked one of the best considering the high number of students involved. Their major undoing is the low number of students competing high school and poor investment in early childhood education.

12. New Zealand : New Zealand can easily give any of the top 10 ranked countries a run for their money. Their major undoing is their poor primary level test scores.

13. Norway : This is also another country with a great education system. It is only ranked lower due to its poor primary level test scores.

14. Belgium : Belgium was doing so well on their education system until they started decreasing funding to their education sector.

15.Germany : Germany has always ranked highly as a power house as far as education is concerned. However it has seen a steady decline on this area due to its inability to address social change in the country.

16. Denmark : Denmark tends to perform averagely in all levels of education. It has quite a remarkable early childhood education system.

17. Estonia : No one ever thought that this small country could rank higher than even the United States as far as education is concerned. Estonia has an impressive primary and early childhood education system.

18. United States of America : Most people thought that the United States would be able to rank highly due to its financial muscle but this is far from the reality. The US needs to work on their high school graduation rates and their early childhood education in order to rank highly.

19. France : The country has an impressive early childhood education system but it all stops there with years of neglect of other levels of education taking its toll on the education system.

20. Portugal : Portugal closes the list of the top 20 most educated countries in the world. Its high school graduation rate however is still contentious as it has been challenged by the European Union.
They must still be counting with their toes......WOW! just think, scratch that! Don't think! just become a portuguese empire dairy farmer, and watch the INTELLIGENT WORLD PASS YOU BY!
