TURLOCK, CA – On August 18, 2008, at approximately 4:36am, Turlock Police Officer Queray McMihelk was patrolling the southwest area of the City of Turlock. Officer McMihelk noticed a vehicle that was reportedly associated with an individual who was wanted for a parole violation. Officer McMihelk attempted to stop the vehicle after observing several vehicle code violations near the intersection of W. Main Street and S. Tegner Road in the City of Turlock. The vehicle failed to yield to the emergency lights and siren, and a vehicle pursuit ensued.
The pursuit continued through the outskirts of Turlock as well as though the areas surrounding the City of Ceres and the town of Keyes. Speeds were reportedly in excess of 100 mile per hour in some areas. Turlock Police was assisted by units from the Ceres Police Department and the Stanislaus County Sheriff Department.
The pursuit ended when the pursued vehicle became damaged after crossing some railroad tracks, in an area not designated for crossing, in the City of Ceres. The vehicle came to rest in the center median of Highway 99 near the City of Ceres. The vehicle was occupied by two individuals. Both individuals ran on foot from the vehicle after the vehicle became disabled and came to rest. The pursuit lasted approximately 25 minutes.
The driver of the vehicle, Chelsea Webb (18yrs – Turlock), was located and arrested near Whitmore Avenue and Railroad Avenue in Ceres. The passenger, Carlos Vigil (37yrs – Turlock), was located by a Stanislaus County Sheriff’s canine unit hiding in a tree in the same area. He was also arrested. No injuries were reported.

The driver, Chelsea Webb, was booked into the Stanislaus County Public Safety Center and charged with felony - accessory after the fact, felony - evading a police officer in a vehicle, felony - possession of methamphetamines, misdemeanor - riding on railroad right of way, and misdemeanor - possession of controlled substance paraphernalia.
The passenger, Carlos Vigil, was identified as the individual who was wanted for the parole violation. Carlos Vigil was booked into the Stanislaus County Men’s Jail and charged with felony – parole violation, felony – evading a police officer in a vehicle (from an incident that occurred two days prior to this incident), and misdemeanor – hit and run (from an incident that occurred two days prior to this incident).
