The Turlock City Council and Turlock Planning Commission will hold a Special Joint Meeting on February 8, 2011 at 5:30pm at City Hall (156 S. Broadway).
The agenda calls for a workshop to review a potential approach for establishing a nondiscretionary permitting process for homeless shelters in the City of Turlock.
Staff is seeking input and direction on the potential zoning district or zoning overlay boundary, as well as the development standards that would be established for each zoning district in Turlock in accordance with Senate Bill 2.
Senate Bill 2 requires that all cities and counties establish a zoning district or area that will allow one or more homeless shelters, satisfying the community’s needs, to be established through a more expedited permitting process.
Staff will review the Turlock Study Area and well as the preliminary size and development standards that could potentially be established by zoning district. The purpose of the workshop is to ensure that the general direction outlined by staff is acceptable to the policy-makers and allowing staff to begin working with the Planning Commission on a more extensive public involvement process to develop a zoning ordinance amendment that would be approved later in the year.
During the regularly scheduled Turlock City Council Meeting scheduled to begin at 7pm, the Turlock City Council will consider changing the start time of Council Meetings, proceed with a grant agreement with the US Department of Homeland Security to hire 3 line firefighter positions in the amount of $523,692, hiring 3 Municipal Services Utilities Division workers to fill recently vacated positions, and approving a Fortune Telling Permit for Psychic & Tarot Card Readings by Janet located at 149 W. Canal Drive.
Turlock City Council will also discuss providing direction in regard to StanCOG’s interest in pursuing a ½ cent Transportation Sales Tax Measure as part of the potential development of an updated transportation Expenditure Plan Framework for the Stanislaus Region.
The sales tax increase will be a discussion item only with no action taken.
