David Fransen

On Saturday, June 18th, 2022, at 11:35 pm, the Turlock Police Department, Turlock Fire Department, and American Medical Response were dispatched to a reported vehicle collision with injuries at the intersection of W Main St and Grant Ave, Turlock.

When crews arrived on scene, they found a single vehicle involved, a white Chevrolet pickup truck.

The vehicle had a single occupant, a 40-year old Hispanic male who suffered minor injuries and refused to be transported to the hospital.

Officers noticed that the subject was exhibiting objective symptoms of being under the influence, so they asked him if he would participate in standardized field sobriety tests. He agreed and completed them. Officers then asked if he would be willing to blow into a preliminary alcohol screening device, which he also agreed to and completed. Based on the results of the tests, officers determined that the subject had been drinking, however, he was not yet intoxicated.

The vehicle sustained minor damage and was able to be driven away from the scene.

Officers began investigating and learned that the subject was traveling southbound on Grant Ave and in the process of making a westbound turn onto W Main St, when his driver door with a defective latch swung open. The subject was not wearing his seatbelt and because he was in the process of making a turn, he fell out of his vehicle and hit the asphalt. His vehicle then proceeded in a southwesterly direction up onto the curb, struck and ran over a pedestrian crossing sign, and came to final rest on top of the sign on the sidewalk.
