Council to Consider Approving Report for Federal Grants

On Tuesday, the Turlock City Council will consider approving the Consolidated Annual Performance and Evaluation Report (CAPER) for the 2013-14 Fiscal Year for the Community Development Block Grant Program (CDBG) and HOME Investment Partnership Program (HOME).

Approving the item would authorize the submission of the CAPER to the United States Department of Housing and Urban Development (HUD) and authorizing City Manager Roy Wasden, or a designee, to execute related necessary documents.

The City of Turlock was awarded $540,434 in CDBG funds from HUD, following the approved submission of the Annual Action Plan for the Fiscal Year 2013-14, to carry out activities that benefit low income persons. The City and the County of Stanislaus Consortium was also awarded $879,498.

Staff reports that the City has made significant progress in this CAPER, the fourth year of the 2010-15 Consolidated Planning period, with the following highlights:

  • First-time homebuyer loans
  • Residential rehabilitation loans
  • Rehabilitation of homes
  • Public service grants
  • Fair housing efforts
  • Efforts to address the concerns related to homelessness
  • Community development sidewalk project and new bathroom facilities at Columbia Park

HUD requires a jurisdiction to submit a CAPER, which describes the activities undertaken in the Annual Action Plan and the accomplishments during the reporting period, prior to end of each federal fiscal year.

The CAPER, which is a mandated report for all communities that receive CDBG and HOME, also reports the City’s success in meeting housing and social service goals in the Consolidated Plan and evaluates the City’s overall progress in carrying out priorities of assistance identified in the Five Year Strategic Plan and Annual Action Plan.

If the City Council does not approve the CAPER, the City and HOME Consortium would not be in compliance with reporting requirements and could jeopardize future funding.

At Tuesday’s meeting, the Turlock City Council will consider approving the following:

  • The purchase of six marked black and white police vehicles for the Turlock Police Department from Downtown Ford Sales of Sacramento in the amount $276,000, or $46,000 per vehicle.
  • The purchase of 48 replacement modems for Police and Fire Mobile Data Computers from CDW-G and installation services from Delta Wireless in an amount not to exceed $58,000.
  • Adding Turlock Municipal Code Title 6, Chapter 8, Storm Water Management and Urban Runoff Pollution Control.
  • Amending Turlock Municipal Code Title 4, Chapter 3, Article 1, Article 2, Article 3, and Article 4, Sections 08 and 09, regarding Fire Codes and Administration.
  • Amending Turlock Municipal Code Title 4, Chapter 14, Article 4, Section 06, regarding City of Turlock Paint Bank.

The Turlock City Council will meet at 6 p.m. Tuesday in the Yosemite Room of Turlock City Hall, 156 S. Broadway.
