Dangerous Sex Offender With Repeated History of Reoffending Arrested, Later Released

At about 12:47pm Saturday afternoon, Turlock Police responded to a suspicious person in the 100 block of C Street.

The caller reported that a man was standing near her residence who she believed was waiting for her to come out. She stated that she didn’t know the man, however, he’d recently been harassing her and her family.

Based on the description given by the caller, the responding officer formed the belief that the man was Christopher Cline, 33, of Turlock, as he’d been contacted recently wearing similar clothing.

The officer checked the area for Cline, however, was unable to immediately locate him.

After speaking with the caller, the officer learned that this had been an ongoing issue with Cline for the past two weeks, which has placed her and her family in fear because of his strange actions and not knowing what he is capable of doing.

When the officer had his dispatcher run Cline, he discovered that he was on parole for stalking, on probation for battery, and a sex offender who was in compliance with the terms of his registration.

According to Bay Area news outlets, Cline’s parole status stems from an incident where Cline had repeatedly stalked a 72-year-old woman at her home in rural Napa County.

“Mr. Cline was and is a demonstrated threat to particularly vulnerable women in our community and our seniors,” said Napa County Deputy District Attorney Taryn Hunter in a statement to CBS News in 2021. “It can be incredibly frightening to have a stranger stalk you at your home, especially when you’re alone in an isolated part of the county,” she continued.

At the time, three other women who were targeted by Cline testified at his trial, including a nighttime security guard and two residents of a senior community, one of whom was reportedly sexually battered by Cline.

According to the California Department of Justice, Cline’s sex offender status stems from three different cases. The first is from 2016 for annoying or molesting a child, the second is from 2018 for sexual battery, and the third is from 2022 for indecent exposure.

The Department of Justice’s risk assessment charts also indicate that Cline is well above average risk of committing a new sexual offense, and has a very high chance of violently reoffending.

The officer called Cline’s patrol agent and informed him of the situation. The agent authorized that Cline be held while awaiting a parole revocation hearing, and assisted with tracking him through his ankle monitor to the Roger K. Fall Transit Center in the 1400 block of N. Golden State Boulevard.

Officers responded to the transit center where they located Cline walking nearby, still wearing the same clothes described by the caller.

Cline was arrested and booked into the Stanislaus County Public Safety Center on the charge of violation of parole, but was later released on Wednesday, December 20th.

It should be noted that Turlock City News is also aware of two additional incidents involving Cline in Turlock.

On March 25th, police contacted Cline several times throughout the day. During one of the contacts, he had blown kisses at a female police officer, and during another, he was staring at kids on the playground at Donnelly Park.

On December 2nd, Cline was caught on dash-camera video approaching a young woman’s vehicle, looking around to make sure no one was around, and standing in front of her vehicle so that she couldn’t drive away. He eventually walked off and the incident was reported to police, however, they were unable to locate him at the time.
