At about 10:14am Wednesday morning, Turlock Police responded to an indecent exposure at the Turlock Gospel Mission in the 400 block of S. Broadway.

The caller reported that a man who officers had just been out with for trespassing around the corner was now in front of the business masturbating in front of two women.

Officers arrived in the area and located Nicholas Velasquez, 40, of Santa Monica, near S. Broadway and A Street.

Velasquez was determined to be on probation for burglary and arson.

During the investigation, officers contacted the caller who told them that he was offended by Velasquez’s actions, meeting the criteria for indecent exposure. The caller then placed Velasquez under citizen’s arrest, as indecent exposure is only a misdemeanor and officers can’t make an arrest themselves if it didn’t occur in their presence.

Velasquez was booked into the Stanislaus County Public Safety Center on charges of indecent exposure and violation of probation.
