On Wednesday, June 7th, 2023, at 1:34 am, a Turlock Police officer near Oak Park Apartments, 1700 N Tully Rd, Turlock, observed a man driving a vehicle violate the California Vehicle Code, so he made a traffic stop on him.

The officer made contact with and identified the vehicle’s driver as Giovanni Bell, 34, of Los Angeles.

While speaking with Bell, the officer noticed that he was displaying objective symptoms of being under the influence, so he removed him from his vehicle and asked him if he’d be willing to participate in standardized field sobriety tests. Bell agreed and completed the tests.

Based on the totality of the circumstances, the officer determined Bell was under the influence of alcohol. He was arrested.

Bell provided two breath samples at the scene as required by California’s implied consent law. The breath samples revealed that Bell had a blood alcohol content of .08% or greater.

During a search of Bell’s vehicle incident to arrest, the officer located metal knuckles and pepper spray.

Bell was discovered to have prior felony convictions, thus being prohibited from possessing pepper spray.

Bell was booked into the Stanislaus County Public Safety Center on charges of possession of metal knuckles, possession of a tear gas weapon by a convicted felon or person convicted of an assault crime, driving with a blood alcohol content of .08% or greater, and driving with a suspended driver’s license due to a DUI conviction.

Bell was also issued an administrative driver’s license suspension order by the California Department of Motor Vehicles and his vehicle was impounded.
