On Friday, July 21st, 2023, at 1:37 am, a Turlock Police officer near a residence in the 1600 block of Amberwood Ln, Turlock, observed and recognized a known probationer riding around in complete darkness on an electric shooter, so he attempted to stop him.

As soon as the man, Francisco Rios, 31, of Turlock, noticed the officer driving his vehicle towards him, he quickly entered the front yard of a residence. The officer called out to Rios, however, was ignored.

As the officer exited his patrol vehicle, Rios quickly ran to the side gate of the residence and attempted to open it. The officer caught up to Rios as he was opening the gate and was able to detain him in handcuffs after a brief struggle.

When the officer had his dispatcher run Rios, he discovered that he had a $25,000 local misdemeanor bench warrant for violation of a domestic violence protective order and intimidating or threatening a witness or victim from giving testimony at a trial.

Through the investigation, Rios was determined to not live at the residence and had some property with him that had its serial number scratched off.

Rios was arrested and booked into the Stanislaus County Public Safety Center on charges of obstructing or resisting a public officer in the discharge of their duty, possession of property with an altered or destroyed serial number or other identification mark, trespassing, possession of drug paraphernalia, and violation of probation, as well as his warrant.
