On Monday, June 12th, 2023, at 2:19 am, the Turlock Police Department was dispatched to a reported suspicious vehicle at the FedEx Office, 1451 Geer Rd, Turlock, after a police scanner listener had called and stated that they had seen a vehicle that had been broadcasted as stolen the day prior.

While officers were responding, it was confirmed that the vehicle, a black 2001 Acura MDX, had indeed been stolen.

While officers were responding, the vehicle was driven to a different parking spot within the shopping center directly in front of Walgreens and its driver had gotten out of it.

As officers arrived, they observed a man later identified as Joshua Huggins, 31, of Turlock, get into the vehicle.

Before Huggins had a chance to drive off, officers quickly moved in, blocked the vehicle, and conducted a high-risk stop.

Huggins and his passenger, later identified as Angela Harris, 32, of Ceres, were removed from the vehicle at gunpoint. Huggins surrendered and was detained in handcuffs without incident, however, Harris began walking away from officers despite being given several lawful orders to stop.

Eventually, Harris lost her footing and officers moved in to try to detain her as well. Harris offered up some resistance, however, it was easily overcome and she was handcuffed with minimal force used.

Officers identified Huggins and Harris, having their dispatcher run them. In doing so, they discovered that Huggins didn’t have a valid driver’s license and was on parole for carjacking. 

Officers later spoke with the caller who confirmed that Huggins was who had moved the vehicle to a different parking spot.

During a subsequent search, Huggins was found to be in possession of ammunition which he was prohibited from possessing due to his obvious convicted felon status.

Officers called Huggins’ parole agent and informed him of what had occurred. The parole agent found that there was probable cause a violation of parole had occurred, so he authorized that Huggins be held until a parole revocation hearing be held.

Huggins and Harris were both arrested and booked into the Stanislaus County Public Safety Center, Huggins on charges of buying or receiving a stolen vehicle, possession of ammunition by a prohibited person, and violation of parole, and Harris on charges of buying or receiving a stolen vehicle and obstructing or resisting a public officer in the discharge of their duty.

The stolen vehicle’s owner was unable to be reached so their vehicle was impounded until they can pick it up.
