On Tuesday, August 16th, 2022, at 8:16 pm, a Turlock Police officer near the intersection of W Canal Dr and Chestnut St, Turlock, observed a vehicle violate the California Vehicle Code, so he made a traffic stop on it.

The officer made contact with and identified the vehicle’s two occupants, including driver Michael Foulks, 37, of Turlock.

The officer had his dispatcher run both subjects and Foulks returned to be wanted by the Turlock Police Department for grand theft and conspiracy as well as by the Modesto Police Department for burglary. He also had two misdemeanor warrants, a $2,000 one for theft and a $100,555 one for violation of a domestic violence protective order.

The incident that Foulks was wanted for by the Turlock Police Department had occurred on Friday, June 17th, at 6:18 pm. Foulks and an unidentified black male adult had entered The Home Depot, 2800 Countryside Dr, grabbed merchandise with a value in excess of $950, and left without paying before fleeing in a blue Toyota sedan with no license plates. After officers reviewed still images of the surveillance footage from the theft, they were able to identify Foulks as one of the suspects.

The incident that Foulks was wanted for by the Modesto Police Department had occurred on Wednesday, August 3rd, at 8:00 am. Foulks had entered The Home Depot, 1617 N Carpenter Rd, Modesto, grabbed bolt cutters from the tool aisle, and used them to cut the lock off of a DeWalt case and remove multiple power tools from it. He then placed the tools into a shopping cart and left without paying, fleeing in an unknown vehicle with the tools. The tools were valued at about $4,200. After officers reviewed surveillance footage from the burglary, they were able to identify Foulks as the suspect.

Foulks was arrested and booked into the Stanislaus County Public Safety Center on charges of grand theft, conspiracy, and burglary, as well as his two warrants.
