On Wednesday, May 17th, 2023, at 12:52 pm, the Turlock Police Department was dispatched to a reported bomb threat at Days Inn, 185 N Tully Rd, Turlock.

When officers arrived on scene, they contacted management who reported to them that cleaning staff had entered a room and discovered a man later identified as Raymond Hansen, 55, of Turlock, still in it despite it being well past check-out time. When Hansen was asked to leave, he refused to do so and stated that he had a bomb with him while in the bathroom.

Officers were able to identify Hansen through the motel’s records and discovered that he was a parolee and sex offender out of compliance with his terms.

Officers then attempted to make contact with Hansen at his room and gave him several lawful orders to exit, however, he refused and barricaded himself in the bathroom.

Officers did not enter Hansen’s room due to there being the possibility of an explosive being in it and evacuated adjacent rooms.

Officers then began attempting to negotiate with Hansen for several hours, however, he barely spoke with them and the little that he did say was unintelligible. Hansen also began aggressively banging on the bathroom door and running the water.

Eventually, both the department’s Hostage Negotiation Team and Special Weapons and Tactics Team responded. HNT operators continued attempting to negotiate with Hansen, while SWAT operators began deploying chemical agents.

The chemical agents had a good effect and Hansen finally decided to surrender after several hours.

Officers entered Hansen’s room and began inspecting it, finding no explosives but finding extensive damage and flooding as a result of Hansen’s poor decisions.

Officers then called Hansen’s parole agent and notified him of what had occurred. The parole agent found that there was probable cause a violation of parole had occurred, so he authorized that Hansen be placed on a hold while awaiting a parole revocation hearing.

Hansen was checked out by the Turlock Fire Department and American Medical Response who had been staging nearby and Hansen was ground transported by American Medical Response to a local hospital.

Afterward, Hansen was arrested and booked into the Stanislaus County Public Safety Center on charges of falsely informing another person that an explosive device has or will be placed, failure to register as a sex offender, vandalism, trespassing, and violation of parole.
