On Sunday, July 16th, 2023, at 11:07 pm, a Turlock Police officer near National Market, 1290 East Ave, Turlock, observed and got out with a suspicious vehicle parked behind the business.
The officer made contact with and identified the vehicle’s three occupants, including Manuel Souza, 53, of Turlock, and Harpreet Atwal, 34, of Turlock.
When the officer had his dispatcher run the three, he discovered that Souza had a $25,000 misdemeanor bench warrant out of Modesto for battery and Atwal was on parole for escaping or attempting to escape from custody.
Souza was arrested and Atwal was detained so that a parole search could be conducted. During the search, Atwal was found to be in possession of narcotics.
The officer called Atwal’s parole agent and informed him of his findings. The parole agent found that there was probable cause a violation of parole had occurred, so he authorized that Atwal be held until a parole revocation hearing can take place. Atwal was arrested.
Souza and Atwal were both booked into the Stanislaus County Public Safety Center, Souza on his warrant and Atwal on charges of possession of methamphetamines, possession of drug paraphernalia, and violation of parole.
