Sex offender parolee out of compliance arrested during traffic stop Monday evening

On Monday, July 31st, 2023, at 5:10 pm, a Turlock Police officer near Domino’s, 1211 W Monte Vista Ave, Turlock, observed a man driving a vehicle violate the California Vehicle Code, so he made a traffic stop on him.

The officer made contact with and identified the vehicle’s three occupants, including passenger Donnell Neal, 25, of Modesto.

When the officer had his dispatcher run the three, he discovered that Neal was a sex offender out of compliance with the terms of his registration and was on parole for possession of a firearm by a convicted felon or person addicted to a narcotic.

All three subjects were removed from the vehicle and detained so that a search could be conducted. Nothing was located during the search.

The officer then called Neal’s parole agent and advised him that Neal was out of compliance with the terms of his sex offender registration. The parole agent found that there was probable cause a violation of parole had occurred, so he authorized that Neal be placed on a hold while awaiting a parole revocation hearing.

Neal was arrested and booked into the Stanislaus County Public Safety Center on charges of failing to register as a sex offender and violation of parole.
