TID Board to Consider Evening Meetings

The Turlock Irrigation District Board of Directors could soon begin holding occasional nighttime meetings, after directors raised questions of transparency with the board’s morning meetings.

A resolution on Tuesday’s TID Board agenda would require the board to hold a minimum of three evening meetings over the next 12 months.

The Turlock Irrigation District Board of Directors currently meet at 9 a.m. every Tuesday, when most people are working and unable to attend the meetings. Those meetings are neither broadcast nor recorded, making them completely inaccessible to many.

The move to consider nighttime meetings began when Director Rob Santos said the board should hold one nighttime evening each month, allowing for working persons to attend. He acknowledged staff is opposed to the idea, as it will cut into their personal evening schedules.

"I stand by having one evening meeting per month," Santos said. "I know there's a lot of push back from staff… I just think that, in this day and age, people are up late."

Two other directors, Michael Frantz and Charlie Fernandes, previously stated they would prefer to continue holding morning meetings. But they support broadcasting and archiving the meetings online for transparency.

The trial period for nighttime meetings would conclude with a report from General Manager Casey Hashimoto, detailing the additional costs incurred by holding nighttime meetings and other pertinent information. At that time, the board would decide whether to continue holding regular evening meetings.

On Tuesday, the Turlock Irrigation District Board of Directors is also expected to:
Hear regular weekly reports on electrical service, power generation, irrigation water availability, and the status of irrigation season.
Begin the process to include land into two improvement districts, the GLSS Pump and the Delhi Service Area.
Consider a five-year ground lease agreement with Bruce Beard, for 47.9 acres located on Aldrich Road.
Cancel the TID board’s June 17 meeting, and approve payment of warrants through that period.
In closed session, discuss one case of anticipated litigation with counsel.

The TID Board of Directors will meet at 9 a.m. Tuesday in the Board Room of the TID Main Office Building, 333 E. Canal Dr.
