TID to Consider Repaying City for Property it Already Developed

The Turlock Irrigation District Board of Directors will consider purchasing a property from the City of Turlock on Tuesday, after TID mistakenly built on the parcel in 1996 believing that it already owned the land.

The 0.21 acre site at 821 N. Broadway was originally purchased by the district in following the Great Depression for $1. At some later date, the City of Turlock purchased the parcel from the district for $1.

In 1996, the district mistakenly developed the parcel into a parking lot for its 901 N. Broadway corporation yard, believing it owned the property.

“It is unclear, however, how the district developed the parcel that belonged to the city or how the city was unaware that the parcel had been converted for the district's use,” reads a Turlock staff report on the subject.

If approved, TID would purchase the site for its appraised value of $27,500.

The Turlock City Council approved the agreement in closed session at their May 28 meeting, and gave formal approval to the sale on their June 11 consent calendar.

On Tuesday, the TID Board of Directors is expected to:
• Hold two workshops, on irrigation and financial forecasting.
• In closed session, discuss a case of existing litigation between TID and Pacific Gas & Electric. Ten other potential cases of litigation will also be discussed.
• Add a new position to the TID classification manual – regulatory analyst – and amend the job description for Director of External Affairs.
• Hear regular weekly updates on power generation, irrigation water availability, and the status of the irrigation season.
• Consider adding 127.5 acres to the Brindero Brothers Pump improvement district, and 77.74 acres to the Swanson-Alvernaz Pump district. The board will also consider approving 51 abandonments from 39 improvement districts, tallying 238.47 acres.
• Cancel the regularly scheduled TID board meeting of Aug. 6.

The TID Board of Directors will meet at 9 a.m. Tuesday in the board room of the TID Main Office Building, 333 E. Canal Dr.
