Turlock Council and Development Committee Meeting Cancelled Due to Brown Act

The Development Collaborative Advisory Committee (DCAC) was ready to hold a Special Joint Meeting with the Turlock City Council an hour before the Regular Council Meeting on Tuesday night but was told the meeting could not be held without violating the Brown Act.

 
By the legal advice of the Turlock City Attorney, the meeting was cancelled because official agenda notices were not sent to the members. If the meeting was held, it would have violated the Brown Act despite proper public notification and posting of the Special Meeting.
 
The Special Council Meeting had an agenda for the Turlock City Council to consider accepting the DCAC Annual Report for 2010 while also providing a forum for the City Staff, DCAC, and City Council to discuss the City’s development issues.
 
The Turlock City Council and Development Collaborative Advisory Committee Joint Special Meeting has been rescheduled for March 22, 2011 at 6pm.
 
 
The DCAC, is a group of development related industry representatives and members of the public. The DCAC is currently comprised of ten members (Axel Gomez, Chair, Ron Eivaz, Co-Chair, Robert Fernandes, Shawn Fitzpatrick, Roger Gregg, P.E., Alan Marchant, Renee Rivera, Jerry Powell, Jim L. Theis, and Jim Shade), appointed by the Mayor and confirmed by the City Council.
 
The purpose of the DCAC is to provide a forum that enables the public and city staff to introduce and discuss suggestions, comments, and concerns regarding the procedure and processes of the city’s development services function and assists in the assessment of public education topics and methods of delivery. The committee provides feedback as well as recommendations with regard to the process of developing and building in Turlock. The DCAC seeks public input opportunities.
 
The Council reauthorized the Committee for a two year period ending February 23, 2012. The DCAC holds regularly scheduled meetings on the second Thursday of each month. Meetings are held at Turlock City Hall, 156 S. Broadway, in the Yosemite Community Room and begin at 3:30 p.m.
 
The benefit of the DCAC to the City of Turlock is through providing support and assistance to the Development Services Department (DSD) by creating a formalized avenue for feedback on changes and enhancement to customer service processes. The Committee will provide for greater citizen participation in the review of DSD operations and heighten the perception of DSD. The City of Turlock DSD is looking for the support and assistance of the DCAC in identifying mechanisms, processes and technology that make our internal processes transparent to all of our customers. Specifically, the goals are to involve, educate, update, communicate and facilitate all of our customers through the development processes.
