Well known transient and drug addict arrested for sex offender violation

On Wednesday, November 25th, 2020, at approximately 9:30 pm, officers with the Turlock Police Department were conducting an extra patrol at the Walmart located at 2111 Fulkerth Rd when a security guard flagged them down. The security guard reported a suspicious person who was panhandling. The security guard pointed out the well known Donald Kando, 41, of Turlock.

Officers made contact with Kando, and, upon a records check, revealed that he was out of compliance with his sex offender registration. The records check also revealed that he had a misdemeanor warrant for trespassing. Kando was arrested and booked into the Stanislaus County Public Safety Center for being out of compliance with his sex offender registration and his warrant.

Kando is well known within the Turlock community and has been panhandling for over 15 years. Kando, at times, can be aggressive towards women, the elderly, and children while panhandling. Kando also uses methamphetamines on a regular basis in public places where he can be seen. Kando’s criminal history includes trespassing, being out of compliance with his sex offender registration, aggressively panhandling, jaywalking, disturbing the peace, and much more.
