A. Resolution: Accepting Demands of 04/01/10 in the amount of $1,209,529.57; Demands

C. Motion: Awarding bid and approving an agreement in the amount of $57,744 (Fund 133)
with Grover Landscape Services, Inc. of Modesto, California, for City Project No. 0739,

D. Motion: Accepting a Lien Agreement for deferred payment of Capital Facility Fees
between the City of Turlock and Turlock Hospitality, LLC

obnoxious growth and other debris on property and abandoned vehicles that are a

B. Request to Rescind Council Resolution No. 2008-220 and Adopt Updated Cost
Recovery Percentages and the Schedule of Fees and Charges for City Services
pursuant to Turlock Municipal Code Section 3-3-301 et seq. to add a new Planned
Development subcategory for existing development which proposes a change in
development standards only. (Whitmore)
 
Recommended Action:
Resolution: Rescinding Council Resolution No. 2008-220 and Adopting Updated Cost
Recovery Percentages and the Schedule of Fees and Charges for City Services
pursuant to Turlock Municipal Code Section 3-3-301 et seq.
 
C. Request to approve a Taxicab Driver Permit for Yellow Cab applicant Edith Parks and
directing the City Clerk to issue said permit. (Hampton)
 
Recommended Action:
Resolution: Approving a Taxicab Driver Permit for Yellow Cab applicant Edith Parks,
residing at 3509 Wild Palms Drive, Modesto, CA, and directing the City Clerk to issue
said permit
 
D. Request to amend Turlock Municipal Code Title 4, Chapter 3, Article 2, regarding
Approved Automatic Fire Sprinklers in regard to existing single and two-family
residences. (Langley/Gomez)

Request to approve the execution of the Disposition and Development Agreement
between the Redevelopment Agency of the City of Turlock and EAH, Inc. to provide a
$4,000,000 loan as financial assistance to EAH Housing, Inc., to develop an affordable
multi-family housing complex located at 500 West Linwood Avenue, Turlock (APN 044-
064-004. (Pitt)
 
8. SCHEDULED MATTERS:
A. Request to award base bid and bid alternative A, and approving an agreement with
Teichert Construction, Inc. of Turlock, California, for City Project No. 0869, “Canal Drive
Reconstruction and Resurfacing.” (Pitcock)
 
Recommended Action:
Motion: Awarding base bid and bid alternative A, and approving an agreement in the
amount of $2,012,798.50 (Fund 133) with Teichert Construction, Inc. of Turlock,
California, for City Project No. 0869, “Canal Drive Reconstruction and Resurfacing”
 
Resolution: Transferring $60,227 of Prop 42 monies from Fund 134 “Streets – LTF” to
Fund 133 “Streets – Federal Projects” to complete the funding necessary for City Project
No. 0869, “Canal Drive Reconstruction and Resurfacing”
 
B. Request to accept the attached special briefing to the City Council on water issues that
considers supply, quality and financial issues in the short, medium, and long-terms
pursuant to Council request. (Cooke)

C. Request to approve a Memorandum of Understanding (MOU) with the Cities of Modesto,

City Manager, or his designee, to execute the MOU. (Madden)
 
Recommended Action:
