Suspect in Police Standoff Identified

Turlock resident Cahauri Edward Williams, 19, was arrested and charged with murder following a tense, hour-long standoff with police at his Turlock residence Thursday.

The standoff at the corner of North Walnut Road and Somerset Court forced the lockdown of Turlock Junior High School and A Special Place Daycare.

Williams was wanted by the Stockton Police Department for the shooting death of Phi Vong, 38. Vong was shot dead on Dec. 16, 2013, on Lariat Lane in Stockton.

Stockton Police contacted the U.S. Marshal’s Task Force, who in turn contacted Turlock police for assistance in locating and executing the warrant for Williams.

Prior to the standoff at the residence, law enforcement believed Williams’ vehicle was near TJHS, leading to a lockdown on the campus. However, he was not in the vehicle and the lockdown was lifted within minutes.

Once Marshals and TPD discovered Williams was in his residence, they responded with force. At least 10 different law enforcement vehicles and scores of officers responded to the scene.

Williams’ mother and other family members came to the scene and convinced him to come out of the residence peacefully, which he did. Other people were also in the residence during the standoff, but they were unharmed.

Williams has two prior narcotics possession arrests, including one for concentrated cannabis. He was also arrested by TPD on Feb. 14 for commercial burglary for stealing a cell phone at Target while possessing a concealed and loaded firearm. Another juvenile was also arrested with Williams.

Williams is the second man to be arrested in relation to Vong’s death. Kalom McCoy, 33, was arrested in Patterson on Jan. 22.
