5. CONSENT CALENDAR:
Information concerning the consent items listed hereinbelow has been forwarded to each Councilmember prior to this
meeting for study. Unless the Mayor, a Councilmember or member of the audience has questions concerning the
Consent Calendar, the items are approved at one time by the Council. The action taken by the Council in approving
the consent items is set forth in the explanation of the individual items.
A. Motion: Accepting Demands of 04/09/09 in the amount of $1,195,285.88; Demands of
04/16/09 in the amount of $1,137,528.65
B. Motion: Accepting Minutes of Special Meeting of April 22, 2009; Minutes of Special Joint
Meeting of April 23, 2009; Minutes of Special Meeting of April 28, 2009; Minutes of
Regular Meeting of April 28, 2009
C. 1. Motion: Approving Contract Change Order No. 6 (Final) with Overaa Construction in
the amount of $12,402 (Fund 143) for City Project No. 0669, “Tertiary Filters 7 & 8”
2. Motion: Accepting improvements for City Project No. 0669, “Tertiary Filters 7 & 8,”
and authorizing the City Engineer to file a Notice of Completion
D. Motion: Accepting notification of Contract Change Order No. 2 in the amount of $681.99
(Fund 133) for City Project No. 0764, “South Avenue and Orange Street Traffic Signal”
E. Resolution: Directing the filing of the Annual Reports for fiscal year 2009/2010 for
Assessment Districts in the City of Turlock
F. Resolution: Approving the Transportation Development Act (TDA) Claim for funding of
transit activities for FY 2009-10
G. Resolution: Authorizing the submittal of an application, acceptance of an allocation of
funds, and execution of a Grant Agreement with the California Energy Commission in
the amount of $643,100 from the “Energy Efficiency and Conservation Block Grant
Program (EECBG)” for transportation enhancement
H. Motion: Approving Amendment No. 1 with Omni Means, Inc. for preparation of a Project
Study Report (PSR) and Plans, Specifications, and Estimate (PS&E), in the amount of
$36,550 (Fund 175), for the modifications of State Route 99 Interchanges at Fulkerth
Road, City Project No. 0828
I. Motion: Accepting improvements for City Project No. 0859, “Tennis Court Resurfacing
at Columbia Park,” and authorizing the City Engineer to file a Notice of Completion
J. Resolution: Appropriating $2,900 to account number 308/497-07-24 “Arbor Day Trees
Expense” to be funded by donations received in 308/308-113-00 “Arbor Day Trees
Revenue”
K. Motion: Authorizing the Service Agreement with Custom Pool Remodeling, in an
amount not to exceed $3,467.16 (Fund 165), to bring the public swimming pool at
Columbia Park into compliance with the Virginia Graeme Baker Pool and Spa Safety Act
L. Resolution: Accepting donations received during the 1st and 2nd quarters of FY 2008/09,
as per the attached worksheet, for a variety of Recreation Division programs,
scholarships, and activities
M. Motion: Accepting a donation from Turlock Lions Club in the amount of $5,000 for swim
passes, Friday Night Out program, and youth scholarships
N. Motion: Rejecting Claim for Damages filed by Turlock Masonic Building Association
 
6. FINAL READINGS: None
 
7. PUBLIC HEARINGS:
A. Request for approval establishing a lien for payment for the abatement of certain weeds,
obnoxious growth and other debris on property and abandoned vehicles that are a
nuisance to the public. (Boyd)
Recommended Action:
Resolution: Assessing properties for abatement costs and establishing a lien for
payment
B. City Council will hold a public hearing regarding the possible use of an automated red
light enforcement system authorized under California Vehicle Code section 21455.5 and
consider the use of this system at the following locations in Turlock: 1) Monte Vista
Avenue at Golden State Boulevard and 2) Geer Road at Hawkeye Avenue. (Reid)
Recommended Action:
Motion: Approving the use of an automated red light enforcement system at two
locations in Turlock: Monte Vista Avenue at Golden State Boulevard and Geer Road at
Hawkeye Avenue.
 
8. CITIZEN PARTICIPATION:
This is the time set aside for citizens to address the City Council on issues within the Council jurisdiction. You will be
allowed five (5) minutes for your comments. If you wish to speak regarding an item on the agenda, you may be
asked to defer your remarks until the Council addresses the matter.
No action or discussion may be undertaken on any item not appearing on the posted agenda, except that Council
may refer the matter to staff or request it be placed on a future agenda.
 
9. SCHEDULED MATTERS:
A. Request to appropriate funds for the reimbursement of collected NE Turlock Master Plan
and CFF fees in accordance with the Reimbursement Agreement as approved by
Council on August 24, 2004, and amended on June 14, 2005 and February 26, 2008.

Recommended Action:
Resolution: Appropriating $754,869 from Fund 179 “Trans” Reserve to 179/789-7-22,
$32,464 from Fund 179 “Storm” Reserve to 179/791-7-17, and $620,107 from Fund 175
“Trans” Reserve to 175/776-7-67 for the reimbursement of collected NE Turlock Master
Plan and CFF fees in accordance with the Reimbursement Agreement as approved by
Council on August 24, 2004, and amended on June 14, 2005 and February 26, 2008
B. Request to approve an Exclusive Agreement between the City of Turlock and Redflex
Traffic Systems, Inc. for a Photo Red Light Enforcement Program at the intersections of
W. Monte Vista Avenue at N. Golden State Boulevard and Geer Road at W. Hawkeye
Avenue. (Reid)
Recommended Action:
Motion: Approving an Exclusive Agreement between the City of Turlock and Redflex
Traffic Systems, Inc. for a Photo Red Light Enforcement Program
